Base Location: Flexible UK, however, you'll be expected to spend 50% of your working week in one of the following locations – Glasgow, Perth, London, Reading & Berkshire.

The role

ED3 marks the next five‑year electricity distribution price control, beginning in April 2028. To prepare, SSEN Distribution is developing a high‑quality business plan for submission in December 2026. This plan will set out our technical, financial, commercial and regulatory approach, shaped by extensive stakeholder engagement.

As Head of Mobilisation Delivery, you’ll play a pivotal role in establishing and leading a cross‑functional team focused on readiness and mobilisation activities ensuring SSEN is fully prepared to deliver its ED3 programme. Working closely with colleagues across Business Planning, Change and Operational Delivery, you’ll ensure the organisation is equipped to successfully deliver ED3 and support SSEN’s wider strategic ambitions through to 2050.

You will

  • Build a programme of work and readiness plan to ensure that the business is able to deliver strategic commitments as part of the programme. 
  • Lead a comprehensive gap analysis to identify the capabilities, processes and resources required to credibly deliver the ED3 plan, securing cross‑business alignment on the priority actions needed.
  • Collaborate with our ED3, Regulation and Finance teams to identify key metrics and deliverables to ensure a smooth transition.
  • Work closely with the Change Directorate, transformation teams and 3rd parties such as Ofgem to identify how programme developments will impact the business and identify and incorporate actions required.

 To be considered for this role, we are looking for;

  • Demonstrable experience operating in a similar role within a regulated utilities environment.
  • Understanding of the electricity networks industry, commercial opportunities and competitive markets and regulatory environment, including opportunities for ED3.
  • Good understanding of regulatory finance and the mechanisms for recovery of costs and delivery of revenue through the regulatory price control.
  • Ability to interpret, analyse and utilise economic analysis, financial modelling and statistics to inform regulatory strategy and drive commercial outcomes.
