Base Location: Flexible UK, however, you'll be expected to spend 50% of your working week in one of the following locations – Glasgow, Perth, London, Reading & Berkshire.

The role

ED3 marks the next five-year electricity distribution price control, beginning in April 2028. To prepare, SSEN Distribution is developing a high-quality business plan for submission in December 2026. This plan will set out our technical, financial, commercial and regulatory approach, shaped by extensive stakeholder engagement. A key area of focus in our ED3 plan will be our Low Voltage (LV) network, as we upgrade our network, unloop services and find innovative solutions to enable Low-Carbon Technologies (LCTs). The government has also recently published its Warm Homes Plan, which sets out a clear vision for the place-based roll-out of LCTs.

As Head of Strategy - Low Carbon Technologies, you will play a pivotal role in establishing and leading a new project focused on bringing that vision to life. You will explore how SSEN Distribution can proactively support the coordination of LCTs and the delivery of the government’s Warm Homes Plan, while aligning with our own network investment plans.

Working closely with local partners to identify opportunities, you’ll aid the development of innovative funding and delivery models, and test new approaches that support the transition to low-carbon homes and communities.

This is a senior role, and you will represent SSEN Distribution with a range of senior stakeholders. The role will require the development of strong relationships with a range local partners, including local authorities, developers, installers, potential funders, to explore innovative partnership approaches to funding and delivery. You will also lead on engagement with policy makers across government.

You will also;

  • Engage with relevant Local Authorities and funding partners to ensure we have committed partnerships for delivery.
  • Developing a framework to identify potential use cases for piloting an enhanced coordinator role. This includes the types of technology mix, geographic focus, and application to types of housing stock, including rented social housing.
  • Collaborate with our LV Strategy Lead, Corporate Affairs, and other key internal stakeholders to ensure full alignment with our programmatic approach to LV network upgrades and unlooping, helping to build a coherent, forward‑looking pathway for SSEN Distribution.

To be considered for this role, we would like you to have;

  • Demonstrable experience within a similar position, encompassing energy policy, domestic-energy markets, the retrofit sector or Low Carbon Technologies, including heat pumps, domestic batteries and solar.
  • Excellent stakeholder management and influencing skills, and the ability to utilise and build on existing networks of contact
  • Knowledge and understanding of the UK regulated environment, particularly the electricity distribution sector.
  • Strong commercial acumen and the ability to develop commercial propositions that align with wider business strategy and deliver value for our customers and shareholders.
