What is the Role?
An exciting opportunity has arisen for a Senior Contract Manager to join our Procurement and Commercial Team within the Transmission Development Directorate focussing on onshore development projects. The Network Transmission business is forecasting a £12Bn spend within the next 10 years across their key capital projects both onshore and offshore and the successful candidate will play an instrumental role in supporting these projects as they progress through the development phase.
We are looking for candidates to have both pre and post contract experience of high value contracts preferably within transmission or a similar industry. The candidate will be a methodical thinker, who has experience in strategy development and implementation. Onshore project experience will be beneficial.
The main responsibilities in this role will be:
Support the Onshore Procurement and Commercial Manager in providing a world class procurement and commercial service to internal customers, ensuring all aspects of development are following internal controls as established through the Large Capital Projects Governance and Commercial Manuals.
Manage a portfolio of Projects and lead on procurement activities such as the development of Project procurement strategies, managing the procurement process, negotiation of contract terms and conditions and price through to contract award whilst ensuring compliance with the Utilities Contracts (Scotland) Regulations 2016 and the Procurement Act 2023.
Manage all general procurement for capital projects from issue of invitation to tender through to contract award and subsequent commercial management throughout the development phase.
Demonstrable stakeholder engagement and management skills are essential, as is the ability to influence, lead and resolve disputes together with problem solving.
Supporting cost estimating to the required standard and accuracy. Ensure all relevant evidence is included within the estimate to justify to internal and external stakeholders such as Ofgem.
Support cost and forecast management via regular cost reporting and ensuring change management procedures are adhered to; Payment and expenditure management
Provide robust contract commercial management which will support the project goals and objectives.
You will have
A Quantity Surveying, Law, or relevant Business Degree.
Experience in a similar role where you were responsible for developing and implementing strategies, procuring and managing contracts, preparing development papers, and deputising for more senior team members.
Experience and competence with conditions of contract including NEC, FIDIC or LOGIC.
Experience and competency on all cost management issues including cost reporting, forecasting, accrual management and supply chain payments.
Knowledge of relevant statutory and legal provisions and detailed knowledge of procurement and commercial policies and procedures.
Strong commercial acumen with well-developed interpersonal, problem-solving, communication and negotiation skills with demonstrable experience delivering large projects/programmes of work.
Experience in undertaking market intelligence/market engagement and benchmarking activities to inform supply chain strategy.
Experience of interpreting numerical data & experience of drafting and interpreting commercial contracts with an understanding of the supply chain.
